Public Comment & Participation at Board Meetings
The Old Adobe Union School District Board of Trustees values community engagement and welcomes public input at its meetings. While Board meetings are held in public, they are official meetings of the Board—not public hearings. Board members listen attentively but cannot respond to comments on topics not on the posted agenda.
These procedures were reviewed and are in full compliance with the Brown Act, Board Policies, and the California Education Code. The Board reserves the right to modify these procedures as necessary to conduct an effective meeting in the public interest.
How to Make a Public Comment
In Person
-
Before the meeting begins, submit a public comment card. Include the topic of your comment.
-
Comments are grouped and heard at the appropriate time:
Closed session items: Before the closed session begins.
Non-agenda items: Early in the meeting.
Agenda items: Before the Board discusses the item.
Non-agenda items: Early in the meeting.
Agenda items: Before the Board discusses the item.
Via Zoom
-
When the Board President calls for public comment, use the “Raise Hand” feature in Zoom. You’ll be called by name, moved to camera view, and unmuted to speak.
Speaking Time Limits: Each speaker is limited to 3 minutes per comment, for a maximum of 30 minutes per topic. The Board President may extend or reduce these time limits based on the number of individuals requesting public comment. Speakers using a translator will receive double the time unless simultaneous interpretation equipment is used.
The Board will not respond in real-time to public comments made about items not included on the agenda. The Superintendent may direct district personnel to follow-up regarding particular comments, or a public comment topic may be included in a future agenda so that it may be discussed in open session.
